E90-1248 works as a sorter of building material in one of two towers that face each other in an endless expanse of water. His life is dedicated to the tower's growth because the water level is rising. When an accident happens, he finds himself on the building's ground floor, the place to which all those people are relegated when the tower's upper storeys can no longer accommodate them. E90-1248 becomes aware of the fact that the tower is well on its way to destroy itself and that he alone can save the human race from perishing.
